The essentials

You need a place to live and a paper that proves it: the IGI will ask for proof of your housing before giving you your residence permit.

If your employer provides your housing

  • It must appear in the firm offer, together with the salary and the hours.
  • It has a limit: the rent cannot be more than 25% of your net salary.
  • If the offer does not say the employer pays, you pay. Read it before you sign.
  • Ask for the document that proves you live there: you will need it for your residence permit.

If you rent on your own

  1. Sign a written contract (contract de închiriere) with the address, the price, the length and the names of both parties.
  2. The owner must register it with ANAF within 30 days of signing. They do it with the form C168, at an ANAF office or online. They must also register any change to the contract, or its end.
  3. Keep a copy of the contract. The IGI will ask for it.

Registering it is the owner’s obligation, not yours. But if they do not register it, it can be harder for you to prove where you live.

If you move

Any change of address must be reported to the authorities.

Warning signs

  • You are charged more than 25% of your net salary for your employer’s housing.
  • Housing is taken from your salary without your contract or offer saying so.
  • You get no paper that proves where you live.

If this happens to you, see the Help section.

What often helps

For guidance only This comes from other people’s experience, not from an official source.

  • Before you pay, ask for photos or a video call of the flat, and do not send money to someone you have not seen.
  • Keep a receipt for every rent payment, even if you pay in cash.
  • According to specialised press, a contract registered with ANAF also works as proof of address in other procedures.

Always check the official source before a procedure.
