The essentials

While you work, your employer takes a contribution for public healthcare from your salary every month (CASS). But paying it is not enough to be insured: you also need your residence permit and to be registered with the health insurance house of your county.

Before the permit: your own insurance

  • For the work visa you are asked for insurance that covers the whole visa period.
  • For the residence permit you are asked for proof of your health insurance.

Until you have the permit, rely on that insurance of your own, not on public healthcare.

With the permit: public healthcare

  1. Ask your employer for the certificate (adeverință) that says you work there and that the contribution is taken from your salary.
  2. Register with the health insurance house (casa de asigurări de sănătate) of your county, with your residence permit and that certificate.
  3. Check that you appear as insured.
  4. Choose a family doctor (medic de familie) and register with them. They are your way into public healthcare.

If you pay and are not treated

This is a real problem: some foreign workers have the contribution taken every month and do not appear as insured. If it happens to you:

  1. Ask your employer for the certificate (adeverință) and your payslips.
  2. Go to the health insurance house of your county and ask them to tell you in writing why you do not appear.
  3. If your employer does not give you the certificate, you can complain to the Labour Inspectorate. It is in Help.

When you lose it

Your insured status ends if you lose your right of residence in Romania. That is why you should renew your permit in time.

What often helps

For guidance only This comes from other people’s experience, not from an official source.

  • According to the press, the CNAS website has a service to check your insured status with your CNP. If you do not appear, ask your health insurance house to explain it in writing.
  • Keep your payslips: they show that the health contribution (CASS) is taken from your salary.
  • In an emergency, do not wait to sort out your insurance. Call 112.
